10mm Tool Cartridge?

I picked this cartridge up a while back but I have never been able to identify it. It
is a nickeled rim fire case with a raised rectangle on it's side. There is no
head stamp or
other markings. It has never been fired nor is there any indication of a projectile having
ever been seated in the case mouth. My guess is that it is a tool cartridge, but I have
never seen such a large nickelled rimfire case. Any guesses here?
