10mm Tool Cartridge?

I picked this cartridge up a while back but I have never been able to identify it. It is a nickeled rim fire case with a raised rectangle on it's side. There is no head stamp or other markings. It has never been fired nor is there any indication of a projectile having ever been seated in the case mouth. My guess is that it is a tool cartridge, but I have never seen such a large nickelled rimfire case. Any guesses here?

Another What's-It?

George would like to see if anyone can provide a little information on what this device is. I have seen a couple of them and they have been called 'Patented Chemical Cigar Lighters' dating from the early 1900's.Is this so? How does it work?

There are two chambers. The larger has wicking material in it and the second, smaller chamber has a thin wire held in a cage assembly in it. The top does come off as seen in the image. Any information on this 'What's-It' would be appreciated. You can contact George with anything you have.
